It would have the exactly opposite result, if any. The excuse that giving Israel stick instead of carrots "would reinforce hardliners" is an old and often heard song from the USA, which hasn't noticed that giving Israel just carrots hasn't, unsurprisingly, diminished support for the hardliners.
Israel's voters need a message that they can't enjoy support from the "West" and vote hardliners in power. Peres and Livni also don't exactly have a stellar record in winning elections in Israel, so Kerry should go and seek other Israeli election gurus to listen to.
